Rules of the Pennsylvania credit

The Working Pennsylvanians Tax Credit is Pennsylvania's first earned income credit, enacted in the 2025 budget for tax years beginning in 2025. It equals 10% of the federal earned income credit and is refundable, so a household with no Pennsylvania tax receives it in full. A family with two children at the 2025 federal maximum of $7,152 receives $715; one child, $433; three or more, $805; a worker without a child, up to $65. It is claimed on Form PA-40 and follows the federal eligibility rules. Pennsylvania has a flat 3.07% income tax and a separate program, Tax Forgiveness, which can cancel the tax of low-income households; the new credit is paid on top. The Department of Revenue page explains how to claim it in 2026.

Questions people ask

What is the largest Pennsylvania earned income credit for 2025?

For tax year 2025, filed in 2026, the calculator finds at most $433 with one qualifying child, $715 with two and $805 with three or more, and $65 for a worker without a qualifying child. These are the peaks of the curve for a head of household; your amount depends on your earned income and AGI.

Is the Pennsylvania credit refundable?

Yes. Working Pennsylvanians Tax Credit is refundable: when it is larger than the Pennsylvania tax you owe, the difference is paid to you, and a household with no Pennsylvania tax at all receives the full amount. That makes it worth the same to a worker with low income as to one who owes tax. You claim it on Form PA-40.

Who runs the Pennsylvania credit and where is it claimed?

Pennsylvania Department of Revenue administers it, and the claim goes on Form PA-40, filed with your Pennsylvania income tax return for the same year. It starts from your federal earned income credit, so the federal return comes first and its figures carry over.
